Technical Aids – Loan Service

If you have a disability, have undergone surgery, or have experienced an injury or illness, you may be eligible to borrow technical aids.

Description

These aids are provided to make daily life easier for those who need them and can be loaned for either a short or long period.

Criteria/conditions

You must have a temporary or permanent functional impairment.

Charges/Cost of the service

Aids for long-term needs (over two years) are covered by the National Insurance Scheme. The municipality covers short-term loans.

Acts

This is a legally mandated service. See:

Folketrygdloven kap. 10
Helse- og omsorgstjenesteloven § 3-1 og § 3-2
Forskrift om habilitering og rehabilitering § 9 og § 22

Forskrift om hjelpemiddelsentralene
Folketrygdloven
Forvaltningsloven
Helse- og omsorgstjenesteloven
Forskrift om habilitering, rehabilitering og koordinator

Guidelines – applying for, or receiving the service

You should contact the municipality if you need technical aids. Training in the use of the aids, installation, and necessary repairs are typically carried out by the municipality. For aids required on a long-term basis, the municipality ensures that an application is sent to NAV Assistive Technology Center in your county.

Administrative procedure

The municipality will assess your need for assistance. Normally, a home visit will be conducted. For long-term assistive devices, a decision will be made based on the National Insurance Act. The decision will indicate whether or not you have been granted the aid. If your application is denied, you will receive a written explanation for the rejection.

Time taken to consider the application

The municipality or NAV Assistive Technology Center must process your case as soon as possible. If the case cannot be resolved within one month, you will receive written notice explaining the delay and an estimated timeline for the decision.

Possibilities to appeal; procedure

If you are denied access to long-term assistive devices, you can appeal within six weeks from the date you received the decision. The appeal should be sent to NAV Assistive Technology Center in your county. In your appeal, you must explain why you believe the decision should be changed. If the Assistive Technology Center upholds its decision, the case will be forwarded to NAV Appeals Unit, which will determine whether the appeal is granted.
