Sign Language Training in Kindergarten

Children with hearing impairments who need to use sign language have the right to sign language training before starting school.

Description

Children who have not yet started school can receive sign language training. In most cases, the kindergarten will provide the instruction, but your child has the right to sign language training even if they do not attend kindergarten. The municipality is responsible for making decisions regarding sign language training for children under school age.

Target group

Children in kindergarten or of kindergarten age.

Criteria/conditions

If the child moves to another municipality, the sign language training must continue until the new municipality has made a decision.

Guidelines – applying for, or receiving the service

If you believe your child needs sign language training, you can contact the health center, kindergarten, or the municipality directly.

Administrative procedure

The municipality, in collaboration with PP-tjenesten, conducts an expert assessment. This can only be done with parental consent. Parents have the right to review the expert assessment and provide their input before the municipality makes a decision.

The decision must include details about:

  • The duration of the training
  • The extent of the training
  • How the training will be organized
  • The qualifications required of those providing the training

The training plan should be developed in collaboration with the parents.

Time taken to consider the application

The municipality must process the case as soon as possible. If the decision cannot be made within one month, you will receive a written explanation of the delay and an estimated timeline for the decision.

Possibilities to appeal; procedure

When the municipality has issued an individual decision on sign language training, you have the right to appeal. If you disagree with the decision, you can submit an appeal to the municipality within three weeks of receiving it. Explain what you disagree with and why you believe the decision should be changed. If you need guidance, you can contact the municipality. If the municipality upholds its decision, the case will be forwarded to the County Governor, who will determine whether the appeal should be granted.
