Norwegian Language and Social Studies Training for Foreigners
As a newly arrived immigrant, you are entitled to training in the Norwegian language and society to help you and your family establish yourselves in a new country, enter the labor market, and achieve financial independence.
Description
The training in Norwegian and social studies aims to equip you with the ability to speak Norwegian and understand Norwegian society. The course is designed to help you reach a minimum proficiency level in Norwegian.
The social studies training is provided in a language you understand.
You will also receive a learning plan outlining your individual goals.
At the end of the training, you must take a final exam. You will also receive a participation certificate upon completion.
Target group
You are an immigrant with a residence permit and are between 18 and 67 years old.
Criteria/conditions
You have both the right and the obligation to participate in the training if you hold a residence permit in one of the following categories:
- You have a residence permit as a refugee or quota refugee
- You have applied for protection and have been granted a renewable residence permit
- You have a limited residence permit due to a family situation
- You have a residence permit due to a group protection status
- You have a residence permit because you are a family member of someone who has been a resident for less than five years
- You have been granted a renewable residence permit due to domestic violence in a relationship that has ended
You are required to participate in the training if you:
- Have received a residence permit to work in Norway
- Have received a residence permit to conduct business in Norway
- Have received a residence permit as a family member of someone who works or conducts business in Norway
It is possible to apply for an exemption from the training requirement. Reasons for exemption may include having prior knowledge of the Norwegian language or Norwegian society.
Charges/Cost of the service
The municipality may charge a fee for those who are in Norway as labor immigrants or their family members.

Guidelines – applying for, or receiving the service
The municipality will contact you to arrange when the training will begin.
Time taken to consider the application
The offer for Norwegian language and social studies training must be provided as soon as possible and no later than three months after you have been registered in the municipality.
You will receive a participation certificate upon completion of the training. If the training is interrupted for any reason, you will still receive the certificate.
Possibilities to appeal; procedure
You can appeal decisions regarding:
• Allocation or denial of participation
• Significant changes to the training plan
• Termination of the training
• Approval of leave
• Exemption requests
This must be done within three weeks of receiving the decision. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need guidance, you can contact the municipality. If the municipality upholds its decision, the case will be forwarded to the County Governor, who will determine whether the appeal is upheld.
