Educational framework in Kindergarten

Kindergartens must provide children with care and play opportunities while promoting a shared set of core values across all institutions.

Description

All kindergartens operate based on a common set of values designed to ensure that children’s needs for care, play, learning, and personal development are met. The foundation for quality and content in kindergartens is established in the Rammeplan for barnehagen, a framework plan which all kindergartens must follow.

Based on the framework plan, each kindergarten creates its own annual plan, meaning there will be variations in offerings between different kindergartens.

Regardless of which kindergarten your child attends, you can expect that:

  • the kindergarten operates according to values such as respect for human dignity and nature, freedom of thought, compassion, forgiveness, equality, and solidarity
  • the kindergarten works to reduce social disparities
  • the kindergarten provides an educational program
  • your child has opportunities to play, explore, and experience meaningful activities
  • your child’s individual needs are considered
  • your child becomes part of a social and cultural community
  • your child's interests and skills are recognized.

Target group

Parents of children in kindergarten age.

Criteria/conditions

The kindergarten must have:

  • a parent council consisting of all parents
  • a collaboration committee made up of a group of parents and staff
  • cooperation with schools to ensure a smooth transition to primary school
  • a leadership team with pedagogical and child development qualifications
  • pedagogical leaders who are trained kindergarten teachers
  • a staff-to-child ratio of one employee per three children under the age of three
  • a staff-to-child ratio of one employee per six children over the age of three
  • staff members who speak Norwegian
  • a requirement for staff to provide a police clearance certificate.

Possibilities to appeal; procedure

If you are dissatisfied with the kindergarten’s services, you can file a complaint with the kindergarten management. The management is responsible for the quality of services and for maintaining collaboration with all parents.

You may also submit a written complaint to the municipality.
