Education for Students Using Alternative and Augmentative Communication (AAC)
Students with speech difficulties have the right to adapted communication methods in their education.
Description
Children, youth, and adults who entirely or partially lack speech will require alternative communication methods to make themselves understood. AAC, or alternative and augmentative communication, includes the use of hand signs, photographs, graphic symbols, and physical objects.
The school will provide the necessary equipment to offer a student AAC and will ensure training in using the equipment.
Students of primary school age who need AAC have the right to attend their local school.

Guidelines – applying for, or receiving the service
The school is required to provide adapted education, and an individual administrative decision is not always necessary to offer AAC. Parents do not need to apply for this service. It is usually part of the provision for individually adapted education, technical aids, or personal assistance.
Administrative procedure
Before the school makes a decision, you will be notified that your case is being processed, and you will have the opportunity to provide input. The school will gather all necessary information to determine the case, and you have the right to access the documents. The decision will include the school’s reasoning, how they reached the decision, and who was involved in the process. The decision will be sent to you in writing.
Time taken to consider the application
The school must process the case as soon as possible. If it cannot be decided within one month, you will receive written notice explaining the delay and an estimated time for the decision.
Possibilities to appeal; procedure
If you are dissatisfied with the decision, you can appeal within three weeks of receiving it. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need guidance, you can contact the municipality. If the municipality upholds its decision, the case will be forwarded to the County Governor, who will determine whether the appeal is upheld.
