Assisted Living Facility

An assisted living facility is a home for elderly, sick, or disabled individuals, specifically adapted for care.

Description

An assisted living facility is designed to accommodate individuals with mobility impairments and is structured to allow residents to receive around-the-clock care as needed. The facility serves as the resident's own home. The resident pays rent and receives home care services under the same conditions as other individuals living at home.

Target group

Elderly individuals, the sick, people with disabilities, and others.

Criteria/conditions

The municipality establishes its own rules regarding eligibility for renting an assisted living facility.

Acts

This is not a mandatory service. Residency in an assisted living facility is regulated through rental agreements, as per Husleieloven. The allocation of an assisted living facility is an individual decision subject to the rights and obligations outlined in Forvaltningsloven.

Guidelines – applying for, or receiving the service

You can contact the municipality for assistance in applying for an assisted living facility, or you can ask someone else to help you if needed. If another person applies on your behalf, they must provide written authorization.

Administrative procedure

You will be notified when the municipality processes your case and will have the opportunity to provide input. The municipality will gather all necessary information to make a decision, and you have the right to access the documents related to your case. The decision will include the municipality’s reasoning, how the conclusion was reached, and who was involved in the decision-making process. The decision will be sent to you in writing.

Time taken to consider the application

The municipality must process the case as soon as possible. If a decision cannot be made within one month, you will receive a written explanation of the delay and an estimated timeframe for when the decision will be made.

Possibilities to appeal; procedure

If you are dissatisfied with the decision, you can appeal to the municipality within three weeks of receiving it. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need guidance, you can contact the municipality. If the municipality upholds its decision, the case will be forwarded to the municipal appeals board, which will determine whether the appeal should be upheld.

If you have been allocated an assisted living facility and wish to complain about inadequate service, you can file a complaint with the County Governor in your region.

In the event of a very serious incident at the facility, you or your relatives can report directly to the Norwegian Board of Health Supervision (Helsetilsynet) at phone number 474 86 882.
